Insgesamt kann positiv angemerkt werden, dass der albanische Prozess zur Erarbeitung des albanischen PRS als breit angelegt und beispiellos in der Geschichte des Landes angesehen wird. Auch konnte sich im Laufe der Zeit trotz bestehender qualitativer und quantitativer Mängel sowohl die Partizipation der Zivilgesellschaft als auch der Linienministerien im Vergleich zum Jahr 2001 / 2002 verbessern. Allerdings werden gleichzeitig eine Reihe von Mängeln dieses Prozesses genannt: So wird u. a. die mangelnde Institutionalisierung und Nachhaltigkeit der Partizipation kritisiert sowie darauf hingewiesen, dass die einzelnen Prozesse oftmals unkoordiniert und schlecht organisiert waren und eher ad-hoc stattfanden. Dadurch waren sie schlecht bzw. teilweise gar nicht mit den Formulierungsprozessen der PRS abgestimmt. Auch ist trotz der Konsultationen und der Öffentlichkeitsarbeit ein Großteil der albanischen Öffentlichkeit und der Kommunalverwaltungen nicht ausreichend mit der PRS und den PRS-Prozessen vertraut.
