1. Stakeholder perspective: Who participates, who doesn't?

1.1 Government and parliament: The process is coordinated by the Ministry of Finance and the Vice-President's Office that keeps a strong hold on nearly all activities. A number of technical working groups that are intended to address the needs of the Poverty Monitoring Systems (PMS) play an important role. Working group members are not only representatives of government departments but also-to a different degree-of research institutions, bi- and multilateral donors, and CSOs (Evans/Ngalwea 2003: 279; Shariff Samji 2005: 55). The parliament discussed the draft-PRSP and parliamentarians participated in a consultative workshop on the first Progress Report.

1.2 Non-state actors: Whereas the I-PRSP had been written without civil society participation, the picture was different regarding the full-PRSP. Various civil society actors-most notably at national level-were involved in the formulation process. Consequently, international NGOs (such as OXFAM) as well as church-based organizations (coalesced within the TCDD framework) played the leading role, while at regional workshops smaller NGOs (such as local women and youth networks) were invited to participate. (Evans/Ngalwea 2003: 275). Notwithstanding participation of CBOs remained to be desired, the process was dominated by "the so-called international NGOs" (Gould/Ojanen 2003: 8). Facing a critical TCDD-Report on the macroeconomic framework of the strategy the government denied to acknowledge the existence of the TCDD/PRSP-Committee and blocked the leading role of the coalition in zonal workshops. "The subsequent final draft included hardly any input from the civil society." (Whitehead 2003: 29) Furthermore, a systematic effort to assure the participation of employers and trade unions was missing at this stage (Casale 2004: 107).

1.3 Donors: Undoubtedly, development partners are indeed significant players in the process-according to some observers they are the dominant players. Gould and Ojanen (2003: 7-8) go as far as labeling the PRS a sole product of technocrats from both government and donor community. Their foremost criticism is that donors escape democratic control, but others claim that the donor strategy, too, incorporates consultative elements (Evans/Ngalwea 2003: 276).


2. Process perspective: How has participation been realized beyond the strategy development? Zum Seitenanfang
 

2.1 Participation in PRS implementation (overall perspective): Marking the PRSP's inception, PRSP formulation only faintly indicates participation. However, several analyses come to agree that CSOs contributed valuably to the PRS, e.g. in the area of government services (DANIDA 2001: 6-7), as well as in prioritizing of education and Good Governance. Admittedly though, many share the view that PRS implementation rests mostly in the hand of the government.

2.2 Participation in policy reforms linked to the PRS (specific perspective): Regarding implementation the government highlights participation in the revamping of the legal and judicial system. Labeled a "pilot scheme for community participation", involving communities in the rehabilitation of district courts in the Arusha and Manyara regions is expected to provide a model for the reform of the whole legal sector .

2.3 Participation in PRS monitoring: Since 2002 the annual Poverty Policy Week serves the purpose as open forum and, thus, opens up the space for public debate on poverty reduction (Shariff Samji 2005: 62-63). Consequently, civil society actors (most notably big NGOs) engage in the debate, which is based on the government's Poverty and Human Development Report. As vital part of the PMS participation is drawn from the Consultative Group Meeting between government and international donors; civil society actors are invited to take their stand during the open session (e.g. in December 2002; IMF/IDA 2004). As part of the CG-Meeting, the Annual Progress Reports (APR) appeared on the agenda. While the first APR has been widely criticized for passing the chance to include civil society into its formulation (Evans/Ngalwea 2003: 278), the two follow-ups (2003 and 2004), according to the government, incorporated the societal stance through workshops and the aforementioned Poverty Policy Weeks. Since December 2001 the annual Poverty Monitoring Master Plan delineates the diverse structure of the Tanzanian PMS and specifically describes the institutional framework for poverty monitoring: the Poverty Monitoring Steering Committee with about 30 members representing key stakeholders; among those, civil society representatives such as the Tanzania Gender Network Programme (TGNP), the NGO-network TANGO and Save the Children (international NGO).
various working groups such as the Dissemination, Sensitization and Advocacy Technical Working Group, which is not only responsible for disseminating the results of poverty monitoring in Tanzania but also for doing so in a user-friendly format (e.g. releasing comprehensible information in plain language). Furthermore, it coordinates the annual Poverty Policy Week, which also includes civil society representatives (e.g. Water Aid, Tanzania Movement for Children) (Shariff Samji 2005: 55).
In its APR of 2003 the government declares the intention to involve CSOs more systematically in the PMS. The rationale behind is that independent societal reports on PRS strengthen the poverty monitoring. The government's gender-specific budget policy initiated by women's groups serves as one example (Mabina/Kiondo 2003: 8; see http://www.tgnp.org/). Some groups engage in independent PRS monitoring through applying participatory poverty analyses (Hakikazi Catalyst 2004a).

2.4 Participation in PRS revision: A broadly-based review process, leading to the formulation of the second cycle of the PRS process, was launched in late 2003. While remaining in the driver's seat, the government acknowledges that societal actors on all levels be given the opportunity to contribute to the process (United Republic of Tanzania / Vice President's Office 2003: 14). Continuously, the process lacks of a clear mechanism to include the positions of trade unions and entrepreneurs.



3. Framework perspective: What are key factors determining the impact of participation? Zum Seitenanfang
 

3.1 Structures: In the course of the PRS process new forums and institutions evolved; departicipation, a salient feature of the structural adjustment phase, could be surmounted. An effective mechanism to translate the findings of the review process into program design needs to be developed further.

3.2 Rights: Participation of civil society actors is now established and recognized by the government-thus, while not enforceable by law, politically participation is actionable.

3.3 Legitimacy: On various occasions, the dominant role of international NGOs is lamented: due to their dependence on resources (international funding), national NGOs are delegitimized. (Gould/Ojanen 2003; Mabinda/Kiondo 2003; DANIDA 2001: 9)

3.4 Capacity: Though civil society teams up in networks (e.g. TCDD and TGNP), their capacity to effectively contribute to the process is limited. The M&E-System is comparatively participatory; however, some stakeholders complain that time invested and effort does not materialize in policy changes (Feuerhahn 2005: 24-25.).

b. Indebteness

During the course of the HIPC initiative (completion point already in November 2001) Tanzania's total external debt dropped significantly from US$ 7.6 billion in 1998 to US$ 1.6 billion in 2003.
