1. Stakeholder perspective: Who participates, who doesn't?

1.1 Government and Parliament: The government dominates the PRS process; the Secrétariat Technique pour la Coordination des Programmes de Développement Economique et Social (STC-PDES) within the Ministry of Economy and Development, takes the lead. The STC-PDES is not only charged with monitoring, evaluation, and progress report preparation but also with organizing the dialogue with other stakeholders. The National Assembly approved the PRSP I and II, however did not discuss the Progress Reports.

1.2 Non-state stakeholders: CSOs, namely NGOs, participated in all consultations carried out in the PRSP II process. According to the government, CS to be included in the process is comprised of the following eleven "components": women's organizations, research institutes, labor organizations, religious organizations, human rights organizations and those with specific demands, private media, NGOs and development associations, youth movements, marginalized persons, farmers' organizations, and cultural and artistic organizations. (Government of Burkina Faso/Ministry of Economy and Development 2003: 71) The most important NGOs involved are the Permanent Secretariat of NGOs, the Liaison Office for NGOs and Associations, and the Networks for Communication, Information, and Training of Women in NGOs. In 2003 NGOs held workshops to discuss possibilities for increased participation in PRSP implementation. CS also maintains dialogue with the government through representatives in the Economic and Social Council and advisory government body.

1.3 Other stakeholders: Private sector participation increases; agricultural producers' groups and other members of the private sector participated in consultations and workshops aiming at review of the updated strategy. The Chamber of Commerce and other business associations held exclusive meetings with the government to discuss priorities for private sector growth to be included in the program.

1.4 Donors: Bi- and multilateral donors play an important role in the process, however, the government leads the coordination; for instance, it co-chairs roundtable meetings of the various partners. Overall, external partners have aligned their assistance with the PRSP.

 

2. Process perspective: How has participation been realized beyond the strategy development? Zum Seitenanfang
 

2.1 Participation in PRS implementation (overall perspective): Parliament adopts the annual budget and the medium-term fiscal planning, and, thus, indirectly has a share in PRSP implementation. However, intensive debate of the PRSP in the assembly is unheard-of. CSOs are active in the implementation of sector strategies; but this is confined to the local and project level. The government continually encourages CSOs to organize on national level and get involved in the implementation of other sector strategies.

2.2 Participation in Policy Reforms linked to the PRS (specific perspective): No information available.

2.3 Participation in PRS Monitoring: ccording to the analog perception of all actors, monitoring of the first PRSP largely failed. CS monitoring was non-existent, and reasons for it are multifaceted: weak resources and capacities, difficult access to information, and the prevailing notion monitoring be headmost a job of the government. (SCDO/DDU 2003: 11) As stated by the government, a stronger inclusion of non-state stakeholders into monitoring is among the various changes within the PRSP II. In a pilot project in the Department of Yako the University of Ouagadougou worked on a system of participatory monitoring. (GTZ 2004b: 18)

2.4 Participation in PRS Revision: Against the background of the allegation that societal participation during formulation of the first PRSP was conceivably weak-due to extremely short time frame and insufficient preparation-the government initiated an iterative procedure built on broad-based consultation fort the revision process. It consisted of stocktaking workshops, meetings with the heads of ministerial departments on the consistency of sectoral policies, information sessions with technical and financial partners, a civil society forum on rereading the PRSP, and a national conference. Finally, the revised version of the PRSP was presented to the Economic and Social Council, which consists of representatives of public administration, private sector, and civil society (Government of Burkina Faso/Ministry of Economy and Development 2004b: 5-6).


3. Framework perspective: What are key factors determining the impact of participation? Zum Seitenanfang
 

3.1 Structures: The dialogue structures between government and civil society are rather unincisive, however improved during the PRS process; yet, they are far from being said to be established. The inclusion of civil society actors into the monitoring system is comparatively lower-ranking; to date they can participate in sectoral working groups, but access to the decisive government committees is barred.

3.2 Rights: Participatory processes-like the PRS process-are not legally guaranteed. While they were not politically disputed in the last couple of years, they are subject to certain arbitrariness on side of the government.

3.3 Legitimacy: Legitimacy of the stakeholders involved in the PRS process is basically without controversy. However, the question of legitimacy arises regarding representativity of the participating stakeholders. Various CS networks that piped up are particularly active in cities; so far the participatory process apparently did not involve the real poor, grassroots organizations, and other key development actors.

3.4 Capacity: While community life at village level is deeply manifested, on national level civil society is only weakly organized; financial resources and the capacity to analyze and discuss macroeconomic and structural problems are lacking. At the local level, however, development committees are successfully coordinating PRSP-related programs. As far as the administration is concerned, capacity to implement the strategy falls short of formulation capacity. Moreover, with the help of external partners central ministries involved in sector and thematic groups are now building capacity to develop and implement projects to achieve PRSP goals.

b. Indebteness

Burkina Faso's total Debt decreased from US$ 1.4 billion in 1998 to 543 Mio in 2001. Burkina Faso was among the very first countries having completed a PRSP, and reached the enhanced HIPC decision point already in July 2000. In April 2002 it reached the HICP completion point and benefited from US$ 424 Mio. of debt relief. Additionally, Burkina Faso was granted further US$ 129 Mio. relief because of the declining global economic conditions (source: AFRODAD; http://www.afrodad.org/debt/bfaso.htm).
